Texas is one of the states that has not expanded Medicaid under the Affordable Care Act. This means many low-income adults without children may not qualify for Medicaid, even with very low income. Eligibility is limited to specific categories: children, pregnant women, parents/caretakers with very low income, elderly individuals, and people with disabilities.
